ICHEI visited Indonesia and held high-level talks in SEA

On April 25th, 2024, the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI) co-organised 2024 Southeast Asia Regional High Level Policy Dialogue in Jakarta, Indonesia. From April 25th to 26th, a delegation of UNESCO-ICHEI, including Prof. Jin Li, Director of UNESCO-ICHEI and Vice President of Southern University of Science and Technology (SUSTech), Ms. Bi Xiaohan, Deputy Director of UNESCO-ICHEI, and the delegation held talks with Prof. Abdul Haris, Director General of Higher Education, Research, and Technology (DGHERT) of the Ministry of Education, Culture, Research, and Technology (MoECRT) of Indonesia, H.E. Dr. Som Ratana, Under Secretary of State of the Ministry of Education, Youth and Sports of Cambodia(MoEYS), and Mr. Mak Ngoy, Director General of Higher Education, MoEYS, and met with Indonesian university representatives, including Prof. Mohamod Yunus, Vice Rector for Academic Affairs, Universitas Terbuka (Indonesia Open University), Prof. Sri Hartati D. Reksodiputro, Chair, Academic Quality Assurance Office, Universitas Indonesia, and Prof. Wening Udasmoro, Vice Rector for Academic Affairs, Universitas Gadjah Mada. Besides, they visited the UNESCO Multisectionial Regional Office in Jakarta (UNESCO Jakarta) and Huawei Indonesia Subsidiary. Heads of relevant departments of SUSTech also participated in the talks.


During the meeting with Prof. Abdul Haris, on behalf of UNESCO-ICHEI, Prof. Jin Li expressed gratitude to MoECRT, which has offered huge support for the policy dialogue. Also, he introduced the mission and practices of UNESCO-ICHEI, and its collaboration with Indonesia Cyber Education Institute (ICE-I, IIOE Indonesia National Certre). Besides, he introduced SUSTech's programmes for international students, elaborated related admission policies, scholarships, and the performance of Indonesian students at SUSTech, and encouraged more Indonesian students to apply for SUSTech. Prof. Abdul Haris extended a warm welcome to the delegation from UNESCO-ICHEI. The two sides held in-depth discussions on topics such as further development of IIOE Indonesia National Centre and co-development of Artificial Intelligence (AI) related micro-certificate courses in the Indonesian language, and showed willingness for further cooperation with SUSTech' programmes for international students.

During the meeting with delegation from Cambodia Ministry of Education, Youth and Sport (MoEYS), Prof. Jin Li pointed out that Royal University of Phnom Penh is one of UNESCO-ICHEI’s earliest partners, and expressed willingness to further strengthen communication and deepen collaboration between the two sides, and worked together to advance digital transformation of universities in Cambodia. H.E. Dr. Som Ratana and Mr. Mak Ngoy said they were delighted to meet Chinese friends in Jakarta, and benefited substantially from the policy dialogue. In the meantime, both sides have reviewed the fruitful achievements obtained since the signing of the Memorandum of Understanding. Both sides discussed the potential and cooperation path of IIOE‘s potential cooperation with Cambodian’s Cyber University Network (CCUN) Project and the integration of IIOE‘s micro-certification into Cambodian’s Teacher Professional Development (TPD) and recognition of qualification in a friendly and in-depth manner.

The UNESCO-ICHEI delegation met with representatives from Indonesian universities


During the meetings with representatives from Southeast Asia universities, Prof. Jin Li introduced the mission and practices of UNESCO-ICHEI and the operation of SUSTech, expressed gratitude for the participation of university representatives in the policy dialogue, and invited the universities to join the IIOE Global Partnership Network, and participate in the micro-certification project, and enhance collaboration with SUSTech. Representatives from Indonesian universities thought highly of the achievement of policy dialogue, and introduced the TPD evaluation system and digital transformation of their universities. Besides, they showed great willingness to enhance collaboration with UNESCO-ICHEI and SUSTech, to support the digital competency building for Indonesia higher education teachers.


In the morning of April 26th, the UNESCO-ICHEI delegation visited UNESCO Jakarta. They held talks with Mr. Zakki Gunawan, National Programme Officer of Education Sector, and Ms. Aisyah Camila, Communication Officer. Mr. Sit Fung introduced UNESCO-ICHEI's key programmes, including IIOE National Centre, Smart Classrooms and Micro-Certification lessons; Mr. Zakki Gunawan introduced the organisational structure, covering countries and practices of UNESCO Jakarta. Both sides agreed to strengthen exchanges and cooperation in areas such as partner expansion, project promotion, and policy consultation under the framework of UNESCO.

On the evening of April 26th, the UNESCO-ICHEI delegation visited Huawei Indonesia Subsidiary (hereinafter referred to as "Huawei Indonesia") , held talks with Mr. Luo Dayong, Chief Strategy Officer of Huawei Indonesia, and Ms. Gindah Himawan, Talent Ecosystem and Strategic Marketing Manager and had a working dinner with the Huawei Indonesia team. The two sides reviewed the achievements of cooperation, such as the joint development of Huawei ICT Academy, and intended to promote the Indonesianization of industrial courses, incorporate industrial courses into Indonesia's national TPD certification, and jointly expand university partner networks and cultivate local ICT talent together with the IIOE Micro-certification Programme.

The Ministry of Education, Culture, Research, and Technology of Indonesia

The Ministry of Education, Culture, Research, and Technology (MoECRT) is a government ministry of the Indonesia responsible for education. Its formation resulted from the merger of the Ministry of Education and Culture and the Ministry of Research and Technology in April 2021. The Universitas Terbuka (UT) is the 45th national university in Indonesia, established in September 1984. UT is committed to developing distance education, promoting the spirit of lifelong learning and education fairness in Indonesian society, . In 2021, the Indonesian government established the Indonesia Cyber Education Institute (ICE-I) with the support of UT. In April 2022, the International Institute of Online Education(IIOE), UNESCO-ICHEI signed a MoU with the Directorate General of Higher Education, MoECRT and ICE-I to jointly build the IIOE Indonesia National Centre.


Universitas Indonesia(UI) was orginally established in 1851 and is the oldest national university in Indonesia. The university has 17 colleges, offering 57 master's programs and 29 doctoral programs, with over 30,000 students enrolled. In 2023, the UI ranked 237th in the QS World University Rankings, ranking 34th in Asia and second in Indonesia.


Universitas Gadjah Mada(UGM) was founded in December 1949 and is one of the most reowned universities in Indonesia. UGM has 18 colleges and 27 research Centres, with approximately 55,000 students (including 1,187 international students) and 2,500 faculty members. In 2023, the UGM ranked 231st in the QS World University Rankings, ranking first in Indonesia.


UNESCO Jekarta Multisectoral Regional Office

Established in 1951, UNESCO Jekarta Multisectoral Regional Office covers Brunei Darussalam, Indonesia, Malaysia, the Philippines and Timor-Leste. It works to advance and promote science, quality education, mutual understanding and cultural dialogue, communication and information, towards inclusive knowledge societies.
