Africa programme covers North Africa and sub-Saharan Africa. In the framework of the United Nations Sustainable Development Goals 4, the UNESCO 2030 Education Goals, the priority development areas of the UNESCO "Africa and Gender Equality" and the Chinese government's "Belt and Road Initiative", the Africa Programme Office has established cooperation projects in the field of higher education in developing countries in Africa, combined with the development experience of China's higher education popularization, through ICT to improve the quality of education and promote education innovation, achieve educational equity, and provide platform for lifelong learners. On the morning of September 12th, 2019, “Seminar on ICT Application in Higher Education for Asian and European Countries”, and “Seminar on ICT Application in Higher Education for African Countries” opened at the MOOC Center, Southern University of Technology and Science.
ICHEI visited Uganda to attend “2019 China-Africa Vocational Education Seminar” held in the Sunmaker Oil & Gas Training Institute in Kampala, Uganda from July 4-7, strengthened cooperation and achieved common development with partners.

Thirty-two government officials of departmental and divisional levels in higher education systems, university senior officials and professors from 7 African countries, i.e., Ethiopia, Egypt, Djibouti, Ghana, Malawi, Cameroon and Botswana, participated in the seminar and studied theories and practices of ICT application in higher education.
