Interpretation of IIOE Quality Assurance Framework and Mechanism: How to Conduct the Quality Assurance of Online and Blended Teaching and Learning in HEIs?April 30, 2020
International Institute of Online Education (IIOE) is an ICT competency training platform serving HE teachers from Asian and African developing countries. To date, the IIOE platform has hosted more than 130 free quality online courses in English, Chinese and French, covering a wide range of courses in ICT-related disciplines, TVET and teachers’ ICT competency professional development, and has developed a series of online tools for teachers and institutes to evaluate their ICT competency. IIOE aims to enhance ICT competency of Asian and African university teachers and empower teachers to carry out online and blended teaching and learning, so as to improve institutional capacity for online and blended teaching and learning.
IIOE has attached great importance to the quality assurance of higher education, especially in the area of online and blended teaching and learning in higher education institutions (HEIs). To this end, the IIOE team has worked with online education and quality assurance experts around the globe to formulate the IIOE Quality Assurance (QA) Framework. IIOE QA Framework aims to provide a comprehensive guidance to support partner HEIs to improve institutional capacity for online and blended teaching and learning, which will facilitate partner HEIs to implement IIOE.
The formulation of the IIOE QA Framework draws upon existing international QA frameworks and at the same time takes into full consideration of higher education conditions in developing countries in Africa and Asia. IIOE QA Framework is not only a framework for assessment of institutional capacity, but also a framework for benchmark of conducting online and blended teaching and learning. IIOE developed an IIOE QA self-assessment tool with educational enterprises based on the IIOE QA Framework.
IIOE self-assessment tool consists of 6 components, 20sub-components and and 61 measurement areas. Asian and African HEIs could use the IIOE QA self-assessment tool to make a comprehensive assessment of their institution’s performance in online and blended teaching and learning. At the end of the assessment, there will be a self-assessment report that could provide advice and recommendations on how institutions might improve on online and blended teaching and learning.
Upholding the principle of joint contribution and shared benefits, IIOE will constantly collect the feedbacks and suggestions of partner HEIs on the IIOE QA Framework and the IIOE QA Institutional Self-Assessment tool, absorb best practices from by partner HEIs in implementing IIOE project, and keep refining the content of the IIOE QA Framework and the function of the IIOE QA Institutional Self- Assessment tool, so as to serve Asian and African higher education institutes on a wider scale and more effectively.
Currently, HEIs around the globe are desperately seeking online or distant education as an innovative measure to offset the disruptions in education caused by the Covid-19 pandemic. The launch of IIOE came at a perfect timing. It is an effective solution to help partner HEIs in developing countries respond effectively to the impact of the covid-19 pandemic.
By means of the IIOE QA Framework and the IIOE QA Self-Assessment tool, IIOE will guide partner HEIs to strengthen institutional capacity-building and enhance the ability of higher education institutions to carry out online and blended teaching and learning, so as to further enhance the stability of institutions in the provision of higher education and ensure the continuity of higher education.
