Call for ICT-related Online Courses for International Institute of Online Education

1. Background
The International Institute of Online Education (IIOE) initiative is proposed by the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI) with its partner higher education institutions (HEIs) in developing countries in Africa and Asia-Pacific.

The mission of IIOE is to build the capacity of partner HEIs in developing countries to enhance their access to quality higher education. IIOE aims to fulfil this mission by a) developing ICT-related competencies of teachers in the partner HEIs in developing countries; b) building the capacity of partner HEIs for blended and online learning; and c) providing online courses to provide more professional development opportunities for female teachers in partner HEIs.

The main beneficiaries of online courses are partner HEIs in developing countries. The courses will be used for teacher training, blended teaching and learning activities as learning materials, in particular focusing on improving teachers’ capacity of ICT application. At present, countries and HEIs benefited include: Addis Ababa University (Ethiopia), Ahmadu Bello University (Nigeria), Ain Shams University (Egypt), Makerere University (Uganda), Mongolia University of Science and Technology (Mongolia), Royal University of Phnom Penh (Cambodia), University of Colombo (Sri Lanka), University of Engineering and Technology Lahore (Pakistan), University of Gambia (Gambia), University of Nairobi (Kenya). Cote d’lvoire, Malawi, Mali, Namibia, Niger, Senegal, Togo, and Zambia will join by 2020. At the same time, IIOE is open to develop partnerships with HEIs from other countries.

2. Objectives
In the early stages of the project, IIOE will integrate a large number of online course resources from HEIs and enterprises globally to serve for teacher professional development. We welcome all HEIs, enterprises and professors to contribute online courses to IIOE. The language of the course is mainly English. We also welcome course providers to contribute courses in French, Arabic, Spanish, and Russian.

3. Course Content
The course need to be related to the below curriculum:

Discipline-related courses include cloud computing, big data, internet of things, artificial intelligence, blockchain and other cutting-edge disciplines. The courses aim to provide quality ICT-related teaching resources and to help partner HEIs develop new majors and disciplines.

TVET-related courses include Technical and Vocational Education and Training (TVET) courses and enterprise certification courses. TVET courses include e-commerce, robotics, and data analysis, etc. And enterprise certification courses include cloud computing, big data, AI, storage, and routing & switching, etc.

Teacher professional development courses focus on training teacher’s capacity of ICT application in teaching and learning, which include MOOC, ICT tools, OERs, blended teaching, and assessment, etc.

4. Application I: Share Online Course
Procedures
Step 1: Send application documents to the E-mail: yangcm@ichei.org
Email title: Course Application;
Step 2: IIOE Course Centre will review the course and give reply in 3 to 5 days;
Step 3: Sign the Course Agreement (Annex I);
Step 4: Delivery of courses. Create account and upload materials to IIOE platform;
Step 5: Payment

Deliverables
 All videos, introduction, syllabus, test and courseware;
 Upload all materials to IIOE platform.

Payment
The fee for each course will be around 500-3000 USD.
The amount of fee will be evaluated according to the content and duration of courses.

5. Application II: Develop Online Course
Course Content
The course content mainly include:
Discipline-related courses include cloud computing, big data, internet of things, artificial intelligence, block chain and other cutting-edge disciplines. We encourage teachers to develop core courses.
Teacher professional development courses focus on training teacher’s capacity of ICT application in teaching and learning, which include:
 ICT competency for teachers (UNESCO and EU’s documents)
 Policy for ICT in education: challenge and opportunities (global, regional and national level, cases)
 How to make MOOC and short online courses (procedures, methods, cases)
 How to use ICT to carry out monitoring and evaluation (tools, methods…)
 Blended learning, o
 nline learning, OERs, social networks
 Digital devices, tools and office software
 Information management system (teaching, learning, administration…)
 Others related contents
The courses will be uploaded to IIOE platform for teaching and training.

Qualifications for applicants
 Teachers with PhD in computer science and educational technology;
 Teachers with online teaching and learning experience will have priority.
 Fluent in English.

Step 2: IIOE Course Centre will review and give reply in 3 to 5 days
Step 3: Pass review and start to record courses.
Step 4: Delivery of courses and payment.

Copyright
The copyright of the Course is owned by course developer or IIOE.

Timeframe
February, 2020, Submit course introduction, syllabus, test and courseware;
March, 2020, Finish recording courses; Course technical team completes course editing;
April, 2020, Proofreading and Upload courses to IIOE.

Budget
500 to 3,000 USD for each course. The total length of short courses shall not be less than 2 hours. The fee will be evaluated according to the course content, video duration and course duration.

The syllabus need to be approved by both sides. Teachers can record at the Southern University of Science and Technology in Shenzhen, China, IIOE Course Technical team will organize course recording and editing. Teachers also can record by yourselves but IIOE will check the quality of courses.

Technical Requirement for Courses
Video Language. Subtitles and courseware text in the video shall be in English, and the teaching language is preferred to be English.
Video Duration. The total length of short courses shall not be less than 2 hours. The duration of discipline-related credit course video is 8-10 hours. Each knowledge point is 5-10 minutes. The course duration of micro courses can be negotiated and determined according to the content.
Video content. Teachers need to reorganize the knowledge points and organize the video recording work with knowledge points as the basic unit.
Video format. MP4 format, 1080p.
Video recording form. Choose the most suitable way for course presentation, instead of classroom recording, it can take the following forms: virtual studio recording, interactive whiteboard recording, PowerPoint recording, etc. Blue and green clothes are not recommended.

Courseware
 PowerPoint documents shall correspond to course videos one by one, with unified, concise, clear and standardized templates
 PowerPoint needs tolist the key content, concept, knowledge point or system.
 The pictures of national emblem and leaders shall not bewrong.
 The map shall be used in strict accordance with the relevant laws and regulations of the state, to safeguard the sovereignty and dignity of the state, to prevent political errors.
