Third Session of the Governing Board Meeting of ICHEI Successfully Held

On October 27, 2018, the Third Session of the First Governing Board Meeting of the International Centre for Higher Education Innovation under the auspices of UNESCO (ICHEI) was successfully held in Southern University of Science and Technology (SUSTech). The meeting was chaired by Mr. WANG Lixin, Deputy Mayor of Shenzhen Municipal Government and Chair of ICHEI’s Governing Board. During the meeting, the Governing Board Members listened to ICHEI’s Work Report in 2018, Work Plan for 2019, listened to and examined ICHEI’s Budgetary Plan for 2019, and listened to the Report on UNESCO-Shenzhen Funds-in-Trust Project.

Mr. Firmin Edouard Matoko, Assistant Director-General of the Africa Department of UNESCO, Mr. QIN Changwei, Secretary General of the National Commission of China for UNESCO, Mr. TANG Qian, former Assistant Director-General for Education of UNESCO, Mr. CHEN Yidan, Core Founder of Tencent and Founder of the Tencent Charity Foundation, Mr. Freddy Boey, Senior Vice President of National University of Singapore, Mr. ZHANG Jihong, Director of the Shenzhen Education Bureau, Mr. CHEN Shiyi, President of SUSTech, Mr. LI Ming, Director of ICHEI, participated in the meeting. Also present at the meeting were Mr. Mohamed Djelid, Deputy Director of the Bureau of Strategic Planning of UNESCO, Mr. DU Yue, Director of the Division for Cooperation, Intersectoral Follow-Up and Partnership of the Africa Department of UNESCO, and all the staff of ICHEI.

Prof. LI Ming reported ICHEI’s work in 2018 and work plan for 2019 to the Governing Board for consideration. Prof. LI Ming said, under the leadership of UNESCO as well as Shenzhen Municipal Government, and guidance of the Chinese National Commission for UNESCO, and with the support of SUSTech, ICHEI has been actively engaging itself in the field of higher education under the framework of Sustainable Development Goal 4 (Education 2030), the UNESCO 2012 Paris OER Declaration, Qingdao Declaration, and Shenzhen Declaration and has carried out a series of work. Prof. LI Ming delivered the report from the perspective of UNESCO-Shenzhen Funds-in-Trust, international conferences, ICT capacity building, higher education research, MOOC courses development, Smart Classroom Project and international cooperation and exchanges.

Prof. HAN Wei, Deputy Director of ICHEI, reported the budgetary plan for 2019 to the Governing Board for deliberation. Prof. ZHAO Jianhua reported on the progress of UNESCO-Shenzhen Funds-in-Trust Project.

The Governing Board Members discussed over the reported issues, spoke highly of ICHEI’s remarkable progress and achievements over the past year, and provided relevant suggestions and ideas on ICHEI’s future development. Mr. Matoko suggested that ICHEI expand the project countries under the UNESCO-Shenzhen Funds-in-Trust to more countries and make greater contribution to achieve the SDG4. Mr. TANG Qian suggested that ICHEI should maintain consistency and sustainability in its work; for example, continue to facilitate the African countries in establishing higher education quality assurance mechanisms so as to form a comprehensive system. Mr. QIN Changwei suggested that ICHEI follow the consensus reached by Chinese President Xi Jinping and UNESCO Director General Ms. Audrey Azoulay and integrate the essence of such consensus into ICHEI’s future work. Mr. CHEN Yidan suggested ICHEI diversify the sources of funds to achieve sustainable and healthy development. Prof. Freddy Boey suggested that ICHEI should adopt a more comprehensive and systematic way to assess the effectiveness of its work. Mr. ZHANG Jihong suggested ICHEI integrate the resources of universities in Shenzhen and strengthen its support and investment in MOOC development. Prof. CHEN Shiyi suggested ICHEI further expand its partnership with universities all over the world and take the initiative to recruit international students for SUSTech.

Prof. LI Ming, on behalf of ICHEI, expressed sincere gratitude to the Governing Board for providing such useful suggestions and hoped that the Governing Board Members pay more attention to ICHEI’s project and activities in the future.

In closing, Mr. WANG Lixin delivered the concluding remarks. He spoke highly of ICHEI’s work in 2018, and said that the Shenzhen Municipal Government is to increase its support for ICHEI.

On behalf of the Governing Board, Mr. WANG Lixin expressed his hope for ICHEI. Firstly, he hoped ICHEI could fully tap the industrial advantages of information communication technologies in Shenzhen, act as the bridge for international cooperation on higher education and help Asian and African developing countries improve higher education quality to promote equitable education. Secondly, he hoped ICHEI could be an active player in the process of building Shenzhen into a modern, international, and innovative city, seize the opportunity of building the Great Bay Area of Guangdong, Hong Kong and Macau, and better facilitate Chinese enterprises in going global. Thirdly, he hoped that ICHEI further improve its internal institutional management, better the personnel management system and the financial system, and establish clear performance indicators.

After the meeting, the Governing Board Members, invited guests and all ICHEI staff took a group photo together.
