The International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI), located in Shenzhen, People’s Republic of China, was approved on November 13, 2015 by the 38th General Conference of UNESCO in Paris, France. It is the tenth Education Sector UNESCO Category 2 centre in the world and also the first Category 2 centre for higher education in China. Relying on the advantages of Shenzhen’s information and communication technology (ICT) sector and drawing upon China’s experience with the massification of its higher education, ICHEI aims to meet the regional demand for quality higher education resources and to support Asian and African countries to improve the quality of higher education, to contribute in utilization and implementation of the innovations in higher education area as well as to promote the educational equity for all towards sustainable development and peace.

To achieve those objectives, ICHEI has been carrying out higher education cooperative projects with the member countries along the Maritime Silk Road. Through various forms of knowledge-sharing and capacity building, ICHEI coordinates in dissemination of Shenzhen’s ICT knowledge, Edu-tech products and innovative services to the project countries to provide them with intellectual support and human resources for improvement in local industrialization and informatization. In line with China’s priorities in quality higher education, ICHEI also conducts research on education in the countries along the Maritime Silk Road, aiming to become a strategic educational think-tank and an international key partner for information sharing and knowledge distribution on innovative thoughts and best practices in higher education.

Asia-Pacific Programme is being designed and implemented by the Asia-Pacific Programme Office (APPO) of ICHEI. APPO is responsible for all educational engagements and learning activities in the region, to facilitate the organization, coordination and implementation of projects in member countries including Cambodia, Sri Lanka, Pakistan, Indonesia, Malaysia, United Arab Emirates, Mongolia and Papua New Guinea etc. It is working in close collaboration with UNESCO Offices in the region, governments of member states, National Commissions of UNESCO, educational institutions and associated stakeholders, to collaboratively promote the adoption of ICT in higher education in order to achieve inclusive and equitable quality education and promote lifelong learning opportunities for all in the Asia-Pacific region.

Duties and Responsibilities

Under the overall authority of the Director of ICHEI, the direct supervision of the Deputy Director in charge of Asia-Pacific region and the Chief of Asia-Pacific Programme Office, the Programme Officer shall be responsible for the following functions:

1.Knowledge Production: Design and conduct analytical reviews and research on policies and practices of ICT application in higher education in Asia-Pacific; develop and enhance existing proposals, plan for new projects and draft the project reports. This involves research work, project design and planning, resource estimation, consultation, and document preparation;

2.Capacity Building: Ensure the smooth implementation of programme activities for the ‘Digital Education Link’ network, including its short-term workplan, designing capacity building activities, monitoring the network’s activities, collating reports etc.;

3.Technical Support: Coordinate with UNESCO Bangkok to actively participate Shenzhen-Fund-in-Trust activities; make contribution to other UNESCO events/projects in the region about Higher Education innovations, especially ICT-driven ones; Maintain close contact with Shenzhen local Hi-tech enterprises and facilitate government-university-industry cooperation.

4.Information Sharing: Act as focal point to coordinate with the appointed project countries including governments, universities and other related institutes/authorities in the Asia-Pacific; support in maintaining the online project communities, collecting and sharing news in the field, facilitating dialogue on relevant issues and providing inputs on ICHEI’s online presence;

5.Undertake other relevant assignments as instruct by the Director of ICHEI and the Chief of APPO.

Qualifications / Requirements

·Advanced university degree in Educational Technology or ICT related field.
·Specialization in technology use in education in developing countries and solid background of Information Technology would be an advantage.


·Minimum of 3 years of relevant work in ICT-in-Ed field in a similar function.
·Experiences in a UNESCO or other UN agencies and international organization is a great advantage;
·Result-based project management is required;
·Experience working with related industries would is an advantage;
·Good knowledge of general education issues and needs in Asia-Pacific countries;
·Experiences in developing and conducting training modules for teachers and teacher educators on ICT-enhanced innovative pedagogy an asset;

·Excellent English language proficiency in comprehension, speaking, reading and writing;
·Working knowledge of Mandarin Chinese and French will be an asset.
·Understanding language of project countries will be an asset.

·Research background with solid analytical skills
·Excellent technical writing (in English)
·Proficient in the use of various newly emerged ICT related tools and software;
·Programming and other software engineering related skills will be an asset.

·Capacity to follow up on issues independently with minimal supervision;
·Proven ability to work efficiently in a Chinese cultural team environment;
·Punctual and good organization skills.
